The Correspondent

Mr. Hartwell comes to these pages after a career conducted largely in rooms without windows—the chambers where institutions consider what they cannot yet name. He spent twenty-three years as Assistant Clerk to the Select Committee on Technical Standards, followed by a decade as principal archivist for the Board of Trade's Committee on Emergent Technologies. His dispatches from those years, unsigned and relentlessly procedural, made him the quiet authority on how large bodies behave when confronted with novelty.

His gift is the patient deciphering of collective behaviour. Where others perceive delay, he observes the slow accumulation of consensus; where others sense obstruction, he traces the lineage of precedent. He writes of committees the way a naturalist might describe a colony organism: individuals matter less than the rhythm, the migration, the seasonal turning of the file.

Mr. Hartwell was raised in Whitehall, the son of an under-secretary who served three administrations with equal discretion. 'I learned early,' he has written, 'that revolutions rarely announce themselves. They appear first as marginalia—an altered regulation, a new box added to an old form.' He read History at Balliol, specialising in the administrative response to the railway age, and emerged with the conviction that institutions, however ponderous, are our chosen instruments for surviving disorder.

On his vocation, he has observed: 'The public imagines institutions resist change out of spite. In truth, their resistance is the keel that keeps a society from pitching with every passing wave. My task is simply to record when the keel shifts, and by how many inches.'
